MoU of Cooperation Between
Aftab Society (NGO) and Ministry of Labor
and Social Affairs
In view of the following:
- necessity of improving the quality of
human resources in order to attain social
development, - stipulations of clause 1 of article 3 of
the Constitution of the Islamic Republic of
Iran on the necessity of creating desirable
conditions for the growth of ethical virtues
founded on the basis of belief, piety and
fighting all manifestations of corruption, - strategic role of the Ministry of Labor
and Social Affairs in policy making on human
resources development in labor, - necessity of expanding the mores of fight
against drug addiction among the labor force
and implementation of fundamental plans for
protection of the human resources in labor
field from the harms of drug addiction, - efforts made by Aftab Society in treatment
of drug addiction and its success in
offering suitable and rewarding methods in
this regard, - medical and treatment capabilities and
potentials of the Society and coverage
offered by its branches in various provinces
of the country, - necessity of strategic guidance of the
youth towards social activities in order to
strengthen national labor force and
prevention of its human assets going to
waste, - necessity of cooperation between the
government sector and non governmental
organizations in implementation of
development related activities,
the Ministry of Labor and Social Affairs and
Aftab Society sign this MoU and agree that:
A. the Ministry of Labor and Social Affairs
make the required arrangements so that:
1. Aftab Society shall be able to hold
gratis educational courses on means of
fighting drug addiction and methods of its
treatment in factories the list of which
shall be made by the agreement of the two
sides, in cooperation with the management of
the factories concerned. 2. Aftab Society shall be able to display
information boards on drug addiction
treatment in suitable places for the
attention of workers with costs born by the
Society. 3. Aftab Society shall be able to distribute
its educational and information pamphlets by
its volunteers among workers. 4. With the cooperation of management in
factories the list or which shall be
prepared by the two sides, drug addiction
cases among workers or their families are
referred to Aftab Society for treatment. 5. The Ministry shall pay the costs of
treatment of drug addiction through its
welfare fund for workers or from other
sources if a worker presented to the Society
for treatment of his addiction or the
relevant factory are not able to afford the
costs. 6. Aftab Society shall be able to publish
material on drug addiction, its treatment
and methods of treatment in publications of
the Ministry that are distributed among
workers in factories. 7. Patients that have been treated by the
Society for drug addiction and are out of
their jobs due to their former addiction are
presented to employment agencies and their
cases given priority. If the ex- addict held
a job as a worker and lost it due to his
addiction, he shall be able to produce a
health certificate from the Society after
treatment to return to his former job. 8. Ex- addicts treated by the Society,
members and employees of the Society and
their families shall be able to benefit the
recreational, educational and sports
facilities of the Ministry or such
facilities that offer these services under
contract with the Ministry gratis if they
have a presentation letter from the Society. 9. Specialist and medical staff of the
Society shall be invited to participate in
seminars, conferences and workshops related
to training of human resources or
productivity in general and drug addiction
and treatment of drug addiction in
particular, that are held by the Ministry
and its related organizations.
B. Aftab Society:
1. Shall hold gratis educational courses on
the general subject of combating drug
addiction and methods of treatment for drug
addiction in particular, periodically in
factories as listed in part 1 of this MoU. 2. Shall hold gratis educational courses for
factory managers on ways to control the
factory environment in order to protect it
from the harms of drug addiction. 3. Distribute information and also treatment
methods pamphlets in factories designated by
the Ministry by its volunteers or provide
them to the management of the factories for
distribution. 4. Start putting up information and
educational poster boards in the factories
designated by the Ministry within one month
from the signing of this MoU. 5. Submit articles for publication in the
Ministry’s monthly journal promptly and
within the time limit announced by editors. 6. Order all its centers to admit workers
presented by the Ministry for treatment with
special priority given to their admission
and submit a report of the treatment
progress every month to the Ministry and the
relevant factory. 7. Issue health certificates, to be
certified by the Ministry of Health, for
workers whose treatment is completed and are
completely free of drugs. 8. This agreement is made for a period of 3
years and its validity can be extended for
further periods.
